Germany sees surge in conscientious objection applications

Germany has experienced a significant increase in applications for conscientious objection. Between January and the end of September 2026, the Federal Office for Family and Civil Society Tasks recorded 14,977 applications.

This figure is nearly four times higher than the total number of applications recorded in 2025, which amounted to 3,879. The data shows a sharp acceleration in the third quarter; while 5,862 applications had been reported by the end of June, an additional 9,115 were submitted between late June and late September.

The surge is attributed to the new military service law that came into effect at the beginning of the year. Under this regulation, the Bundeswehr sends questionnaires to all 18-year-olds, leading to earlier and more widespread engagement with the topic of military service and the right to conscientious objection.
