Germany Tackles Public Service Funding Gaps While Updating Energy IT Security Rules

Germany’s local governments are confronting a mounting investment backlog in essential public services such as schools, childcare, public transport and utilities. Analysts point to the debt‑brake limit that prevents states from running deficits, arguing that reforms and additional federal support are needed to restore and modernise infrastructure, especially in Berlin where cuts affect kindergartens, playgrounds and cultural facilities.

At the same time, the Federal Network Agency (Bundesnetzagentur) is revising IT‑security standards for the energy sector. Following the implementation of the NIS‑2 directive and recent amendments to the Energy Industry Act, the agency is preparing new security catalogs for operators of electricity, gas and digital energy services, with a consultation slated for August. Existing safeguards remain in force until the updated rules are published.
