Germany solar reforms: Shift from subsidies to self-use

Overview

Germany’s energy transition is undergoing a major regulatory shift as the government moves to reform the Renewable Energy Act (EEG). The federal Ministry for Economic Affairs and Energy has characterized the upcoming changes as a “paradigm shift,” marking the end of the EEG as an “all-round-care package.”

Central to the reform is a shift in focus toward large-scale, cost-efficient ground-mounted solar plants, moving away from the long-term subsidies that previously supported small-scale residential systems. For systems under 25 kWp, the current 20-year guaranteed feed-in tariff will be phased out. While homeowners commissioning systems by the end of 2026 can still secure existing rates, systems commissioned after January 1, 2027, will face a much shorter three-year transitional payment period.

By mid-August 2026, Germany reached its solar expansion target for the year, with over 128 GWp of photovoltaic installations installed. A study by Enervis, commissioned by BSW-Solar, indicates that solar power significantly lowered electricity procurement costs in 2025. Without the approximately 20 percent solar share in the energy mix, wholesale electricity prices would have been roughly 20 percent higher, resulting in a calculated reduction of 15.7 billion euros for consumers and industry.

Small-scale solutions like balcony solar plants continue to offer household savings. Under Solarpaket 1 regulations, simplified rules allow 2000 W systems to be installed easily; while feed-in is limited to 800 W, direct annual savings are estimated at around 577 euros.

Infrastructure and cost challenges remain. The Federal Network Agency is planning a grid fee reform for January 1, 2029. While households with solar may face a higher base price for the fixed grid component, balcony solar systems are explicitly excluded from this increase.
