Germany to reform driving license costs and regulations
Germany is planning reforms to reduce the high costs of obtaining a Class B driving license, which currently averages around 3,400 euros. Starting in 2027, measures aim to provide financial relief for students and young adults by digitalizing theory lessons and granting driving schools more flexibility in content delivery. Additionally, the theoretical exam is expected to be streamlined by reducing the current catalog of over 1,100 questions.
Regarding license classifications, the Class B1 license—intended for light four-wheeled vehicles or quadricycles—appears on all EU-standard driving licenses but is not issued in Germany. While countries like Italy, France, Spain, and Portugal utilize this category, the German Federal Motor Transport Authority does not grant it, meaning drivers in Germany must hold a Class B license for such vehicles. However, individuals holding a valid B1 license from another EU member state may generally use it within Germany.
