Germany to reform electric scooter and traffic regulations

Germany is implementing a significant overhaul of its regulations for electric scooters and light electric vehicles through the eKFV reform. New traffic rules are set to take effect on March 1, 2027, following the introduction of technical requirements in April 2026.

Under the new rules, electric scooter riders will be permitted to ride side-by-side under certain conditions and will be allowed to follow most signage reserved for cyclists, including the green arrow sign that permits turning right at red lights. Additionally, municipalities will gain more control over the parking of self-service fleets, with the ability to designate specific drop-off zones.

Regarding vehicle requirements, new models approved from 2027 must include turn signals, but existing scooters do not require retrofitting and remain legal. The reform also introduces new road signage to improve safety, such as a circular sign prohibiting motorists from overtaking two-wheeled vehicles. Furthermore, Germany is updating rules to encourage carpooling and car-sharing, including allowing vehicles with sufficient passengers to use bus lanes.
