Germany trade tax burden reaches record high, DIHK reports

The trade tax burden for companies in Germany has reached a record high, according to an analysis by the German Chamber of Commerce and Industry (DIHK). Out of 706 surveyed municipalities with more than 20,000 inhabitants, 88 increased their collection rate (Hebesatz), while only five decreased it.

DIHK Chief Executive Helena Melnikov described the trend as a ‘silent brake on the business location,’ noting that Germany is already among the high-tax countries. She warned that these increases exacerbate competitive disadvantages and drain funds that businesses require for essential investments. The gap between tax rates is significant, ranging from 250 percent in cities like Monheim am Rhein and Leverkusen to 580 percent in Oberhausen and Mülheim an der Ruhr.

Melnikov called for better financial equipment for municipalities, urging federal and state governments to provide sustainable funding for local tasks. She noted that while recent agreements regarding the principle of ‘whoever orders, pays’ for new tasks are a step in the right direction, structural problems regarding the financing of existing duties remain unresolved. The ten municipalities with the highest tax rates are located exclusively in North Rhine-Westphalia.
