Germany warns of Chinese espionage in high-tech research
The German Federal Office for the Protection of the Constitution (Verfassungsschutz) has issued a warning regarding espionage risks stemming from research collaborations between German research institutions and Chinese universities. The agency identified legal gray areas and a lack of risk awareness within the scientific community as primary vulnerabilities.
Targeted sectors include sensitive high-tech fields such as quantum technology, artificial intelligence, hypersonic technology, and bio- and surveillance technologies. There are concerns that Chinese guest researchers could be instrumentalized to serve China's strategic, economic, and military ambitions through a systematic system of technology and know-how transfer.
The Federation of German Industries (BDI) expressed that it takes these warnings seriously, noting that China should be viewed as a “systemic competitor.” Additionally, a special audit at the Helmholtz Center for Information Security highlighted vulnerabilities that could allow the leakage of security-relevant knowledge, though officials have not confirmed if such a breach has occurred.
