German research security concerns regarding China
Overview
An audit by KPMG identified security deficiencies at the Cispa Helmholtz Center for Information Security in Saarbrücken, Germany. The report found that the center failed to sufficiently protect data and trade secrets during collaborations with individuals and institutions from the People’s Republic of China, particularly in sensitive fields like artificial intelligence and cybersecurity.
While the audit noted that a definitive leak of security-relevant knowledge could not be confirmed or ruled out, Federal Research Minister Dorothee Bär informed the Bundestag of the findings. The report remains classified as ‘VS-vertraulich’.
In response, German politicians from the SPD, CDU, and Greens have called for nationwide security audits of research institutions. Representatives, including Johannes Schätzl (SPD) and Marc Henrichmann (CDU), emphasized the need for higher risk awareness to prevent scientific espionage, warning that failing to identify links between research partners and foreign military or intelligence services could damage Germany’s economic and research standing.
The Federal Office for the Protection of the Constitution (BfV) has issued warnings regarding the potential outflow of critical technologies—such as quantum technology, artificial intelligence, hypersonic technology, biotechnology, and surveillance tech—through academic cooperation with China. The agency identified legal gray areas and a lack of risk awareness within the scientific community as primary vulnerabilities, suggesting Chinese guest researchers could be instrumentalized to serve China’s strategic and military ambitions. The Federation of German Industries (BDI) has stated that China should be viewed as a ‘systemic competitor’.
