Private parking fines issued by supermarkets or other private operators are not official traffic penalties but contractual penalties. The driver is bound by the parking contract only if the terms are clearly displayed and the driver has knowingly accepted them. The penalty amount must be reasonable and comparable to the public fine schedule. Liability falls on the vehicle owner, who must either identify the driver or pay the fee.
