Ghana teacher unions strike over unpaid promotion arrears and allowances

Ghanaian teacher unions, including GNAT, NAGRAT, and PRETAG, are maintaining a nationwide strike over unresolved financial grievances. Key issues include unpaid promotion arrears, the non-implementation of a 20% rural deprived area allowance, and delays in negotiating a new Collective Agreement.

Education Minister Haruna Iddrisu has appealed for an end to the industrial action, proposing a roadmap that includes a validation committee for the rural allowance and renewed negotiations. The government aims to implement the rural allowance by January 2027. Meanwhile, the Ghana Education Service (GES) has set a deadline of 4pm on October 5, 2026, to submit all necessary documentation to the Controller and Accountant-General’s Department (CAGD) to facilitate salary updates for promoted teachers.

CAGD has clarified that delays are largely due to incomplete documentation from the GES, noting that only 6,079 out of an expected 58,620 promotion cases have been processed so far. Unions have expressed skepticism toward government assurances, demanding tangible evidence of payment before returning to classrooms. Additionally, the Association of Aggrieved Teachers of Legacy Arrears 2012–2015 has called for long-standing unpaid arrears to be included in the ongoing negotiations.
