Ghana teachers maintain strike amid promotion arrears dispute
Ghanaian pre-tertiary teachers remain on strike as negotiations between the government and teacher unions continue without a final agreement. The industrial action is driven by three primary issues: an expired collective agreement, the implementation of a 20 per cent deprived-area allowance, and significant delays in processing teacher promotions and related arrears.
Education Minister Haruna Iddrisu has announced a timeline for resolving the promotion backlog, stating that at least 51,000 teachers should have their salary grades validated and arrears paid by October 16, 2026. He pledged that the remaining beneficiaries would have their adjustments addressed by October 30. To address administrative bottlenecks, the Fair Wages and Salaries Commission (FWSC) CEO, Dr. George Smith-Graham, suggested that the Ghana Education Service (GES) transition to a regional processing model for promotions rather than a nationwide approach.
While Vice President Prof. Jane Naana Opoku-Agyemang expressed optimism that advanced discussions would soon lead to a resolution, union leaders, including the President of NAGRAT, Jacob Anaba, have maintained that teachers will not return to classrooms until concrete agreements are reached. The strike continues to disrupt academic activities across public pre-tertiary schools.
