Ghana launches new financial health strategy to improve economic security

The Government of Ghana has launched the development of its second National Financial Inclusion and Development Strategy (NFIDS) for 2027–2031. The initiative marks a shift from focusing on mere account ownership to prioritizing actual financial health and resilience.

While data from the World Bank’s Global Findex 2025 shows that over 80 percent of Ghanaian adults own a financial account, a 2021 survey indicated that only 22 percent of adults were considered financially healthy. The new strategy aims to address this gap by ensuring financial services help citizens manage daily expenses, withstand economic shocks, and build long-term savings.

Deputy Finance Minister Thomas Nyarko Ampem announced the development process in the presence of Queen Máxima of the Netherlands, who serves as the United Nations Secretary-General’s Special Advocate for Financial Health. The strategy will focus on expanding access to affordable services, promoting digital innovation, and strengthening consumer protection, with a particular emphasis on women, youth, farmers, and small businesses.

In related developments, President John Dramani Mahama discussed plans for a digital wallet connected to the national identification system to widen financial access. Additionally, Bank of Ghana Governor Dr. Pandit Johnson Asiama highlighted the potential for virtual assets and tokenization to reduce transaction costs and improve financial system efficiency.
