Ghana's National Security Coordinator, COP Osman Abdul-Razak, has issued a series of warnings regarding political vigilantism and the enforcement of the Vigilantism and Related Offences Act, 2019 (Act 999).

Addressing a policy dialogue organized by Election Watch Ghana, Abdul-Razak warned that vigilante groups are evolving by rebranding as 'internal security teams' or 'community security initiatives' and moving their mobilization to encrypted digital platforms. He cautioned that the decline in visible organized formations does not indicate the eradication of these groups.

To combat this, the Coordinator called for security agencies to abandon 'ceremonial meetings' in favor of real-time operational coordination, shared communication channels, and joint intelligence integration. He also proposed an 18-month preventive roadmap to address political violence well before election cycles begin.

Furthermore, Abdul-Razak warned that private security companies operating as political militias or performing state-reserved coercive functions risk having their licenses revoked and facing criminal prosecution under Act 999. He emphasized that security during elections must remain the sole responsibility of state agencies operating under a legal framework free from political interference.
