Overview

Ghana is addressing a broad spectrum of national security challenges, ranging from domestic political risks to international criminal threats. Initially, focus was placed on the evolution of political vigilantism. National Security Coordinator COP Osman Abdul-Razak warned that vigilante groups are rebranding as ‘internal security teams’ or ‘community security initiatives’ and utilizing encrypted digital platforms to organize.

To counter these developments, officials emphasized the enforcement of the Vigilantism and Related Offences Act, 2019, and called for security agencies to move toward real-time operational coordination and joint intelligence integration. There were also warnings that private security companies acting as political militias could face license revocation and criminal prosecution.

Security concerns have since expanded to include maritime domain awareness, narcotics trafficking, and cybercrime. Following large-scale cocaine seizures, there have been calls for independent assessments of border and cargo-control systems. Additionally, the implementation of the Security and Intelligence Agencies Act, 2026, is underway to strengthen early warning systems and intelligence sharing across local governance sectors to combat violent extremism and illegal mining.

In response to escalating narcotics trafficking, President John Dramani Mahama has convened an emergency security summit. This follows significant seizures, such as a 3.9-tonne cocaine haul intercepted in France, which exposed vulnerabilities in maritime and land borders. To tighten port security, the President ordered the restoration of the Narcotics Control Commission (NACOC) to the joint container inspection process and directed agencies to submit a framework within two weeks to harmonize port operations. Investigations have led to the detention of ten individuals, including four officers from the Customs Division of the Ghana Revenue Authority, regarding their involvement in handling containers containing illicit substances. An inter-agency task force has been established to develop a roadmap for preventing future smuggling.
