Ghana Presidency intervenes in Tema development dispute

The Presidency has intervened in a long-standing dispute between the Tema Metropolitan Assembly (TMA) and TDC Ghana Limited to establish a framework for cooperation and clarify their respective mandates. In a letter dated August 28, 2026, the Office of the President affirmed that the TMA is the highest political and administrative authority in the Tema Metropolis, holding responsibility for local planning, municipal services, and the issuance of building permits.

TDC Ghana Limited was characterized as a commercially oriented real estate developer rather than a municipal authority. The conflict escalated following construction activities at Community One, Sites 3 and 8, which led the TMA to issue a stop-work order and demolish certain structures due to a lack of necessary permits.

The dispute was further fueled by resident complaints regarding tree felling, the loss of green areas and playgrounds, and the obstruction of access to local businesses and homes. While TDC maintains it has an independent statutory mandate dating back to 1952 to develop Tema, the Presidency has directed both parties to coordinate to ensure proper municipal development.
