Ghana Shippers’ Authority Wins Court Backing for Container Charge Cap

The Ghana Shippers’ Authority (GSA) secured a legal victory when the High Court dismissed an application by the Ship Owners and Agents Association of Ghana and several shipping agents seeking to halt the regulator’s Container Administrative Charges (CAC) cap. The court ruled that the regulatory directive issued on May 11, 2026, remains in effect, confirming the ceiling of “GH¢720 per Twenty‑foot Equivalent Unit (TEU)” for container charges.

Following the judgment, the GSA ordered all shipping lines and agents to comply immediately and warned that breaches would attract enforcement action under the Ghana Shippers’ Authority Act, 2024. The decision is expected to lower logistics costs for importers, exporters and freight forwarders, improve the competitiveness of Ghana’s ports, and strengthen the regulator’s oversight of shipping‑related pricing.
