Ghana port container fees and enforcement

Overview

In early July 2026, shippers reported chronic delays at Terminal 3 of the Port of Tema, with containers held beyond the free-storage period and demurrage costs rising. The Ghana Shippers’ Authority (GSA) responded by convening stakeholders, and two weeks later, secured a High Court ruling that capped Container Administrative Charges at GH¢720 per TEU, dismissing challenges from shipping agents.

Despite the ruling, later in July, freight forwarders and the Importers-Exporters Association of Ghana documented that several shipping lines continued to bill charges far above the cap—for example, Pacific International Lines allegedly charging GH¢4,000 for a 40-foot container and MSC Ghana Limited charging GH¢3,870.46 for a 40HC container. Trade groups condemned these breaches as “economic sabotage,” warning that they erode confidence in judicial institutions and demanding that the GSA impose sanctions, refund excess fees, and publish the names of offending firms.

By early August, the Ghana Institute of Freight Forwarders (GIFF) intensified calls for strict enforcement. GIFF noted that shipping lines have resisted the cap on commercial grounds, arguing the GH¢720 limit does not cover operational costs. The Institute warned that this disconnect between regulators and operators creates financial uncertainty and urged the government to move beyond issuing letters toward implementing formal enforcement mechanisms to prevent industrial action.
