Ghana shipping lines defy court‑ordered container charge cap

The Ghana Shippers’ Authority (GSA) set a GH¢720 ceiling on container administrative charges per TEU after a High Court decision on 10 July 2026. Freight forwarders and the Importers‑Exporters Association of Ghana say several shipping lines continue to bill far higher fees – for example Pacific International Lines allegedly charged GH¢4,000 for a 40‑foot container and MSC Ghana Limited GH¢3,870.46 for a 40HC container.

Both the Freight Forwarders Association of Ghana and the Importers‑Exporters Association have condemned the practice as a breach of the court ruling and a form of economic sabotage, warning it raises cargo‑clearance costs and erodes confidence in Ghana’s regulatory and judicial institutions. They are calling on the GSA to enforce the cap, impose sanctions, refund excess charges and publish the names of offending firms, and have hinted at possible industrial action if enforcement is delayed.
