Ghana teacher unions threaten industrial action over promotion arrears

Major teacher unions in Ghana have issued a deadline of midday on Thursday, September 24, 2026, for the government to resolve disputes regarding promotions and unpaid salary arrears.

The Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT), and the Concerned Teachers Coalition (CCT) stated that the government has failed to fulfill an agreement to automatically place all affected teachers on their new salary scales by the end of September 2026. The unions noted that the 2025 promotion placements and related arrears have not been fully implemented.

In addition to promotion issues, the unions cited the need for the renewal of the Collective Agreement and the payment of the Deprived Area Allowance. The leadership warned that if these issues are not addressed by the deadline, they may be unable to restrain teachers from taking industrial action, stating, “This is not a threat but a promise.” Teachers have been urged to remain calm and follow official directives from union leadership.
