Ghanaian Roads Minister threatens contractor over Enchi–Elubo road delays

Ghanaian Roads and Highways Minister Kwame Agbodza has issued an ultimatum to Top International Engineering, threatening to terminate its contract for the Enchi–Elubo road project if the firm fails to account for progress by Friday, 18 September 2026.

The project, which covers approximately 71 to 72 kilometres in the Western and Western North regions, has seen GH₵82 million in disbursements but remains unfinished despite the contractor being involved since 2016. During a site inspection on Tuesday, 15 September, Minister Agbodza expressed dissatisfaction with the slow pace and quality of the work, noting that local residents have long complained about the road's condition.

The Minister reported that the company's owner failed to appear at previous meetings summoned by the Ministry or the Ghana Highway Authority. Agbodza suggested a lack of commitment from the firm, stating that the owner has frequently been in Nigeria rather than attending to the project. The contractor must now provide a formal explanation or face the cancellation of the contract.
