DPR RI finalizes Agrarian Reform Regulation Bill for plenary session
The Indonesian House of Representatives (DPR RI) Legislative Body (Baleg) has finalized the discussion of the Agrarian Reform Regulation Bill (RUPRA) and approved its advancement to a plenary session for potential enactment. The bill, which consists of 14 chapters and 53 articles, aims to resolve agrarian conflicts and guarantee citizens' rights to land and other agrarian resources.
During the legislative process, the government submitted 596 items in a list of problems (DIM). Following intensive discussions, 164 items remained unchanged, 54 underwent editorial revisions, 57 underwent substantive changes, and 295 were removed. The final draft includes provisions for establishing an agrarian reform agency under the President, responsible for planning, implementation, and supervision.
The bill also outlines the determination of priority agrarian reform locations (LPRA), considering factors such as land ownership inequality, agrarian conflicts, abandoned land, and poverty. Minister of Agrarian Affairs and Spatial Planning Nusron Wahid attended the plenary meeting to represent the government's position.
