Gilmar Fabris agrees to R$ 900,000 settlement over medical leave scheme

Former state deputy Gilmar Fabris has reached a R$ 900,000 settlement to resolve an administrative misconduct lawsuit involving a medical leave scheme during his tenure at the Legislative Assembly of Mato Grosso (ALMT).

The agreement, a Civil Non-Prosecution Agreement (ANPC) between Fabris and the Mato Grosso Public Ministry (MPE), was approved by Judge Bruno D’Oliveira Marques. The total amount will be paid in 40 monthly installments of R$ 22,500. The settlement is divided into three equal parts: R$ 300,000 to return illegally incorporated assets, R$ 300,000 as a civil fine, and R$ 300,000 for reimbursement to public funds.

Investigations revealed that between 2007 and 2010, Fabris accumulated 738 days of medical leave—representing more than two years—to continue receiving parliamentary remuneration while being absent from his duties. The scheme involved physician Jesus Calhão Esteves, who is also part of the legal proceedings for issuing the certificates used to justify the absences. Under the terms of the agreement, the execution of the sentence is suspended until full payment is made, and the suspension of political rights will not be applied.
