INSS waiting list in Brazil reaches 'zero' status in August

The Brazilian Ministry of Social Security announced that the INSS waiting list has been 'zeroed' as of August 2026. According to Minister Wolney Queiroz, this status is achieved when the number of new monthly requests exceeds the number of people currently in the queue, transitioning the system from a backlog to a continuous service flow.

Since February, the number of pending requests has dropped from 3.12 million to approximately 1.2 million, representing a 59% reduction. Specifically, requests delayed by more than 45 days fell by 86%, leaving a residue of about 224,000 to 250,000 complex cases. The current average waiting time for benefits is approximately 34 days.

Key drivers for this reduction include the appointment of new civil servants, the use of telemedicine in 865 agencies, the implementation of documentary medical exams, weekend task forces, and performance bonuses for staff. The Benefit Management Program (PGB) contributed an additional 2 million services in 2026. Additionally, the Brazilian Senate approved a provisional measure to expand the PGB, prioritizing new requests for retirement and sickness benefits to maintain this momentum through the end of 2026.
