Overview

Other regulatory changes in September 2026 include the return of the maximum margin for payroll-deductible loans to 45% for INSS retirees and pensioners following the expiration of Provisional Measure (MP) 1.355/2026. Regarding fiscal policy, the government adjusted the 2026 budget to accommodate a 15% increase in Bolsa Família benefits, raising the minimum from R$ 600 to R$ 691. This adjustment, estimated to cost R$ 5.8 billion, is funded by reducing expenditure projections for Social Security, the Continuous Cash Benefit (BPC), and other administrative costs. Consequently, the fiscal deficit estimate has been raised from R$ 52 billion to R$ 80.9 billion.
