GitHub Copilot shifts to usage-based AI Credit billing

GitHub has transitioned its Copilot Enterprise and other plans from a request-based billing model to a usage-based model. As of June 1, 2026, the previous system of "premium requests" has been labeled as legacy in official documentation.

Under the new structure, GitHub Copilot Enterprise is priced at $39 per user per month. This seat price now includes $39 in monthly GitHub AI Credits, which are pooled across an entire organization. These credits are consumed based on token usage—including input, output, and cached tokens—at specific rates for each model. While the base seat price remains fixed, total costs are now variable depending on engineers' token consumption and agentic workflows.

The previous premium request system functioned by deducting metered units from a fixed monthly allowance. For example, routine inline code completions remained unlimited, but advanced features like Copilot Chat or code reviews required premium requests, often scaled by model-specific multipliers. While most users have moved to the credit system, some annual subscribers on existing plans continue to be billed via the legacy request model.
