Glas poduzetnika warns of EU packaging regulation bureaucracy

The Association of Entrepreneurs (Glas poduzetnika) has warned of significant challenges regarding the implementation of the new EU Packaging and Packaging Waste Regulation (PPWR). The organization argues that the current model undermines the concept of a single European market by imposing excessive administrative burdens.

Under the existing framework, a company selling products across various EU member states may be required to appoint an Extended Producer Responsibility (EPR) representative in each country, register separately with national authorities, and pay waste management fees individually. This could result in up to 26 different registration processes, systems, and portals for a single entrepreneur, increasing the risk of errors and penalties.

The association is calling on the Croatian government to provide clear, timely rules regarding how EPR obligations will apply domestically. They are also requesting a temporary suspension of sanctions related to these disputed EPR obligations until the European Commission finalizes the key implementing acts, a consultation process that remains open until September 10, 2026.
