Goiânia Municipal Council Approves 2027 Budget Guidelines with 23% Remanagement Cap

The mixed commission of Goiânia’s municipal council unanimously approved the draft Law of Budgetary Guidelines (LDO) for 2027, incorporating five of the 67 amendments presented. The key change keeps the limit for budget reallocations at 23%, matching the previous year after a proposed increase to 30% was reduced by the council’s rapporteur.

Amendments include a 2% reserve of current net revenue for parliamentary impositive amendments, half of which must fund health services, the creation of a municipal tourism fund, a new urban‑environment program, and a R$1 million allocation for elderly assistance. The 2027 LDO projects total revenue of R$11.4 billion, a primary surplus of R$98.2 million, and earmarks major spending for education (R$2.3 billion), health (R$2 billion), infrastructure and sanitation (R$1.1 billion), and transport (R$560.7 million). Opposition legislators criticised exemptions that could raise effective remanagement rates for health and education expenditures.
