Throughout 2026, Brazilian states and municipalities advanced their 2027 budget cycles, focusing on the Lei de Diretrizes Orçamentárias (LDO) and fiscal stability. In Amazonas, the state legislature passed 47 laws covering health, civil defense, and animal protection, while Manaus implemented pension and fiscal reforms. Manaus also progressed its 2027 LDO through public hearings. In the Federal District, a R$74.97 billion budget draft was presented for public consultation.
Municipalities such as João Pessoa, Natal, Ponta Porã, Ribeirão Pires, Paulínia, and Francisco Beltrão have all engaged in LDO deliberations or approvals. The Grande ABC region projected a combined R$18.9 billion revenue for 2027. In São Paulo, the state government reported significant ICMS transfers to municipalities and addressed large corporate tax debts.
Education funding remains a critical focus. While the Ministry of Education transferred R$5.2 billion in Fundeb installments to various entities, an investigation was launched after at least 835 municipalities failed to apply R$704.6 million of Fundeb resources to early childhood education. Strict deadlines for VAAR documentation and early childhood data reporting remain central to securing future funding.
Legislative bodies are also addressing the management of parliamentary amendments. Rio Grande do Norte established guidelines for 2027 amendments, while the Workers' Party filed a proposal at the TSE to contain the influence of these amendments. In Rio de Janeiro, new legislation was enacted to ban gender-based pricing (the "pink tax").
