Governments Launch Major Housing Renovation and Affordability Plans in Tunisia and Luxembourg

In Tunisia, Minister of Equipment and Habitat Salah Zouari chaired a follow‑up meeting on the national programme to rehabilitate ten historic urban centres. Partnering with the French Development Agency and the European Investment Bank, the project has completed technical studies, secured budgets and finalised procurement procedures, allowing work to begin promptly on towns such as Sousse, Kairouan, Monastir and others. The aim is to preserve architectural heritage while upgrading infrastructure and public spaces for residents.

In Luxembourg, Finance Minister Gilles Roth and Housing Minister Claude Meisch unveiled a package of measures to revive construction and increase affordable rental housing. The plan raises a tax credit for primary‑residence purchases, reduces registration duties on new‑build sales, introduces an 8% VAT rate for qualifying rentals, offers accelerated depreciation, and creates a €250 million housing bond slated for 2027. The package is expected to generate around 6 500 new homes annually and is funded with several tens of millions of euros in estimated costs.
