Tunisia and Luxembourg housing renovation initiatives

In July 2026, the governments of Tunisia and Luxembourg announced major housing renovation and affordability programmes. Tunisia’s Minister of Equipment and Habitat Salah Zouari chaired a follow‑up meeting on a national plan to rehabilitate ten historic urban centres, completing technical studies, securing budgets and finalising procurement so work could start promptly in towns such as Sousse, Kairouan and Monastir. Luxembourg’s finance and housing ministers unveiled a package aimed at reviving construction and expanding affordable rental housing, including tax credits, reduced registration duties, an 8 % VAT rate for qualifying rentals, accelerated depreciation and a €250 million housing bond expected to generate about 6 500 new homes a year.

A few weeks later, Tunisia moved from planning to implementation. Minister Zouari inaugurated the first rental‑purchase project of the state‑owned SNIT‑Centre in Sousse, delivering 14 collective apartments for low‑ and middle‑income families. He also outlined a nationwide rental‑accession scheme that will make state land available for a symbolic one‑dinar price and provide interest‑free financing through a special fund. A digital platform will later automate applications once projects reach 80 % completion, ensuring transparency and recycling repayments into new housing builds.
