Greece implements 11 measures to address housing crisis

The Greek government has introduced a comprehensive package of 11 measures aimed at increasing housing availability and mitigating rental pressures. Key initiatives include the ‘Renovation of Housing’ program, which provides subsidies ranging from 70% to 95% for renovating and energy-upgrading older properties. These grants can reach up to €36,000, with an additional €2,500 available for supportive services.

To encourage long-term rentals, the government is offering tax incentives, including a 36-month income tax exemption for owners who convert short-term (Airbnb) or vacant rentals into long-term leases. Additionally, new restrictions on short-term rentals are being implemented in saturated residential areas of Athens and Thessaloniki.

Future plans include the ‘Spiti mou III’ program, a €2 billion initiative scheduled for January 2027, which will offer low-interest housing loans of up to €230,000. The government also intends to increase social housing through the construction of 2,350 units. Furthermore, rent refunds for thousands of beneficiaries are scheduled for late November, and new tax regulations are expected to be included in the IMF multi-bill for a parliamentary vote in November.
