Other measures target specific groups, such as a digital platform for student co-living with state guarantees and housing support for public employees serving in island municipalities. To modernize the sector, the government plans to digitize the building permit process using AI and enhanced digital tools. The strategy is built on three pillars: increasing housing supply, providing housing assistance to vulnerable groups, and establishing a stable institutional and financial framework.
