Greece expands fiber optic networks amid new regulatory framework

Greece is undergoing a significant expansion of its telecommunications infrastructure, driven by both private sector growth and new regulatory frameworks. DEH FiberGrid has reported rapid expansion, increasing its coverage from 600,000 commercially available connections to 1.5 million homes and businesses across 52 municipalities within one year. The company aims to reach 2 million points by the end of 2026 and has set a long-term target of 3.8 million connections by 2028.

To support this digital transformation, the Ministry of Digital Governance has introduced a new legislative framework for gigabit infrastructure. Currently under public consultation, the bill aims to reduce deployment delays and costs by implementing EU regulations. Key provisions include a four-month deadline for high-capacity network permit approvals and the promotion of utilizing existing infrastructure—such as electricity poles, pipelines, and bus stops—to minimize new excavations. The framework also seeks to limit financial burdens on providers by restricting additional fees beyond standard transit and usage rights.
