Greece faces €40-€50 billion infrastructure funding gap

Greece faces a significant infrastructure funding challenge as the Recovery Fund nears completion. At the 9th Infrastructure and Transport Congress (ITC 2026), experts and officials highlighted a projected annual investment gap of €6 billion to €8 billion.

Christos Panagiotopoulos, CEO of GEK Terna, noted that while public investments have approached European averages, private investment in Greece remains 4% to 4.5% below the EU average. To address the estimated €40 billion to €50 billion needed for future projects, a new model emphasizing private capital, concessions, and Public-Private Partnerships (PPPs) is required.

Government officials, including Deputy Minister of Infrastructure and Transport Nikos Tachiaos, emphasized that national resources are limited. The strategy moving forward will involve maximizing the upcoming NSRF (ESPA) funds and utilizing concessions, though they noted that concessions require national resource participation to remain sustainable.
