Greece grapples with worsening water scarcity as EU recovery funds go unused
Government analysis and EU data show that Greece is among the European nations most affected by water scarcity. A study by PASOK and the Recovery Fund manager highlights that the €36 billion EU recovery package was not applied to modernise irrigation or water‑management infrastructure, despite the original "Greece 2.0" plan allocating funds for a national water strategy. The summer water‑use rate in Greece has risen to 37% of available resources, while Cyprus, also cited, is already at 72% and has imposed a 10% daily reduction for citizens. Across the EU, total freshwater extraction averages 5.8% of reserves, but Mediterranean and southeastern countries face much higher stress levels. The lack of investment in irrigation networks, desalination and maintenance of ageing supply systems is seen as a missed opportunity to bolster agricultural resilience, tourism and overall economic competitiveness. Officials warn that climate‑driven droughts will intensify, making water a critical factor for future growth and stability in the region.
