Overview

Greece is entering the final phase of absorbing the Recovery and Resilience Facility (RRF), with the government preparing to submit its final requests for grants and loans. As of late August 2026, the “Greece 2.0” national plan is in its final implementation stage, having disbursed €24.6 billion following the completion of 253 milestones. According to the Pigrassidis Report, the program has initiated 83% of proposed reforms, achieving significant results such as reducing the VAT gap from 25% to 9%, adding over 500,000 jobs, and reaching a 98.83% land registry completion rate.

As the RRF loan component approaches its August 31 deadline, the Greek banking sector is preparing for a transition. While the RRF has driven substantial credit expansion, with business loan balances exceeding €130 billion, future financing will shift toward a mosaic of sources including ESPA, InvestEU, and the European Investment Bank. Banks are targeting a credit expansion of €8.8 billion this year to maintain momentum.

However, concerns regarding the post-RRF era have emerged. Fitch has warned of a potential “€4 billion to €4.5 billion annual investment gap” as the concentrated RRF funding concludes. While Greece has made progress in reducing public debt, experts note that the economy must now focus on second-generation reforms to address productivity, which currently stands at approximately 51% of the EU average. To mitigate these gaps, the government has proposed a €48 billion financial bridge through 2030.
