Greece implements new spatial framework for tourism development
Greece has implemented a new Special Spatial Framework for Tourism (EXP-T), a national strategic plan designed to regulate tourism development with a focus on economic, environmental, and social sustainability. The framework, established via a Joint Ministerial Decision by the Ministers of Environment and Energy and Tourism, aims to provide transparent rules for new investments and organize the growth of hotels and infrastructure.
Key changes include stricter requirements for building new hotels outside urban plans, with minimum land requirements reaching up to 16 acres in high-pressure areas. The framework also establishes a 'red line' for coastal zones, prohibiting new constructions within 25 meters of the shoreline. Additionally, it introduces new regulations for short-term rentals (such as Airbnb), allowing for potential geographic restrictions, seasonal limits, or bans in high-pressure areas.
To manage the transition, the framework categorizes the country into five zones based on tourism intensity and divides islands into three groups with specific development terms. Provisions are also in place for existing tourism projects that were already in the licensing process to maintain their previous status under certain conditions.
