Greece launches €6.5 bn National Housing Strategy with rent caps and Golden Visa reforms
The Greek government has opened public consultation on a new National Housing Strategy for 2026‑2035, backed by a €6.5 billion budget. The plan outlines 48 measures aimed at expanding housing supply, supporting households, and monitoring rental markets. Key proposals include creating a national price index for sales and rentals, imposing rent caps on low‑quality or low‑energy‑efficiency homes, and expanding the “My Home” programme with tax‑incentivised mortgage support for first‑time buyers.
Additional actions target the Golden Visa scheme, allowing investors to hold multiple properties provided they are rented long‑term, and offering low‑interest loans and guarantees to developers building affordable and social housing in high‑pressure areas. The consultation period ends on 3 July.
