Greece launches energy upgrade program for public buildings

Nikos Papathanasi, the Deputy Minister of National Economy and Finance, has issued a call for proposals regarding the energy upgrading of public buildings. This initiative is part of the ESPA Environment and Climate Change 2021-2027 program.

Eligible applicants include ministries, municipalities, and various public and private legal entities supervised by central administration. Each beneficiary is permitted to submit one proposal with a maximum budget of 5 million euros, excluding VAT. The program places a specific emphasis on upgrading energy-intensive buildings that hold significant cultural or historical importance.

Proposed interventions include thermal insulation, replacing window frames with high-efficiency materials, upgrading electromechanical installations, integrating renewable energy sources, and installing high-efficiency combined heat and power units (excluding fossil fuel-based systems). The primary objective is to ensure buildings reach at least energy efficiency category B, with the possibility of higher ratings where technically and economically feasible. Compliance will be verified through energy audits conducted both before and after the implementation of the upgrades.
