The broader plan continues to focus on energy upgrades for homes, social housing, and heating subsidies to mitigate energy and transport poverty.

As the country transitions from the Recovery and Resilience Facility, the Ministry of Environment and Energy is preparing a new funding cycle. Minister Stavros Papastavrou indicated that the upcoming financial package for the next two to three years is expected to match or exceed the previous €5.9 billion portfolio. This transition will utilize several instruments, including the €5.3 billion Social Climate Fund, a €2.3 billion Islands Decarbonization Fund, and an estimated €1 billion in fiscal space created by the European energy escape clause through 2028. These funds will support energy storage, electrification, and island interconnections, with certain social housing and income support portions managed by other ministries.
