Greece: Legal status of position improvement for substitute teachers

Current legislation in Greece does not provide for the possibility of position improvement or mutual transfer for substitute teachers and members of the Teaching and Research Staff (EEPs-EVPs). According to previous responses from the Ministry of Education to parliamentary inquiries, such procedures are legally reserved exclusively for permanent educational staff.

Despite this legal framework, some Directorates of Education have been accepting requests from substitute staff at their own discretion. These exceptions are often made to accommodate service needs or personal reasons of the educators.

To request a position improvement, substitutes must submit an application to their respective Directorate of Education, detailing the reasons for the request and providing necessary supporting documentation. If an application is accepted, the change of position is not implemented immediately.
