In parallel, Deputy Minister Nikos Papaiwannou detailed plans to recruit approximately 30,000 substitute teachers—roughly 80% of the necessary temporary workforce—with the goal of having them in place by the school opening on 11 September.

The Greek Left Coalition (EL. A. S.) has since criticized this recruitment plan. The coalition argues that the 30,000 announced substitutes represent a significant decrease compared to the nearly 48,000 substitutes hired during the 2025–2026 school year. They warned that this reduction could worsen staffing shortages in general and special education, particularly in parallel support services. Furthermore, the group questioned the Deputy Minister's timeline, noting that school operations officially begin on 1 September rather than 11 September.
