Greece bans electric scooters for users under 17
The Greek government, led by Deputy Transport Minister Giorgos Kotsiras, is introducing a new legal framework for electric scooters (E‑P H O). The bill, scheduled for a parliamentary vote on 21 July, will prohibit anyone under 17 years of age from riding electric scooters on public roads. It also mandates compulsory civil‑liability insurance for all scooters and their users, creates a digital registry of the vehicles, and bans the sale or rental of scooters to minors.
Violations will attract steep fines – €150 for under‑age use, up to €350 for riding on roads with speed limits above 50 km/h, and €1 000 for companies that breach the age‑restriction rules. Riders must carry an ID document and proof of insurance, and existing safety rules such as mandatory helmets remain in force. Police checks have already begun in cities like Thessaloniki. The measures respond to statistics showing around 400 children injured in scooter accidents in 2025, many of them seriously, and aim to reduce further injuries and protect public safety.
