Greece probes €103 million voucher scheme alleged misuse of Recovery Fund

A complaint has been lodged in Greece alleging serious irregularities in a €103 million voucher programme financed by the national Recovery Fund. The filing, submitted to the National Transparency Authority, the Ombudsman, the Competition Commission and the European Public Prosecutor, claims unequal treatment of providers, exclusion of businesses, distortion of competition, flaws in the evaluation process, and questions about the originality of the educational material and compliance with the call’s terms.

The complainants ask whether a full administrative audit has been carried out, whether a formal report has been issued and whether the public has been informed of the investigation’s findings. They also note that a new voucher programme for employees was launched shortly after the complaint, raising concerns that the alleged issues may not have been fully examined before the new rollout.

Authorities have not yet ruled on the allegations, and the matter highlights the need for transparency and accountability in the management of public and EU funds.
