Greece proposes bill to reform state aid and disaster recovery

Giannis Kefalogiannis, rapporteur for the New Democracy parliamentary group, has presented a bill aimed at reforming state and housing aid in Greece. Speaking before the Parliament's Production and Trade Committee, Kefalogiannis stated that the legislation seeks to provide faster, fairer, and more effective support to disaster victims through simplified procedures and increased transparency.

The bill aims to reduce administrative fragmentation and address complex legal and ownership issues, such as inheritance disputes and co-ownership of buildings, which previously prevented some damaged property owners from receiving aid. Additionally, the reform intends to utilize digital tools, including the ‘e-Licenses’ system, to monitor cases and facilitate repair and reconstruction permits.

This initiative is part of a broader overhaul of the Civil Protection system, following the ‘Active Battle’ law (n. 5281/2026) which focused on prevention and response. The new bill focuses on the recovery stage of the disaster management cycle.
