This includes a new electronic platform for the efficient payment of one-off financial grants, which may now extend to cover damages to auxiliary spaces. The legislation also clarifies eligibility for co-owners, allowing a single individual to receive full assistance for building repairs or reconstruction under specific conditions. For businesses, state housing assistance is intended to cover damages not addressed by private insurance. Additionally, the framework addresses temporary housing needs, including the management of container-based housing units provided to municipalities.

Giannis Kefalogiannis, rapporteur for the New Democracy parliamentary group, presented the bill before the Parliament's Production and Trade Committee. He stated the legislation aims to provide “faster, fairer, and more effective support” by addressing administrative fragmentation and legal complexities, such as inheritance disputes and co-ownership issues that previously hindered aid delivery. This reform focuses on the recovery stage of disaster management, following the ‘Active Battle’ law (n. 5281/2026) which prioritized prevention and response.
