Greece proposes new disaster relief and housing aid framework
The Greek Ministry of Climate Crisis and Civil Protection has submitted a new bill to the Parliament aimed at reforming the framework for housing assistance and financial aid for citizens affected by natural disasters. The legislation seeks to modernize and accelerate compensation processes through increased transparency and digitalization.
Key provisions of the bill include the establishment of a tax-free and non-seizable status for both state housing assistance and insurance payouts. To reduce bureaucracy, the determination of beneficiaries and the disbursement of aid will be conducted exclusively through the ‘e-Licenses’ digital system. The bill also introduces a new electronic platform for the efficient payment of one-off financial grants, which may now cover damages to auxiliary spaces.
Furthermore, the bill clarifies eligibility for co-owners, allowing one individual to receive the full amount of assistance for building repairs or reconstruction under specific conditions. For businesses, state housing assistance will cover damages not addressed by private insurance. The bill also addresses temporary housing, including the management of container-based housing units to be provided to municipalities.
