Greece proposes new promotion rules for public sector employees

The Greek Ministry of Interior has submitted a bill to the Hellenic Parliament aimed at reforming the career progression and promotion system for public sector employees. The legislative process is scheduled to begin in the relevant parliamentary committee on Tuesday, September 8.

The bill introduces two primary areas of reform. The first section focuses on restructuring the grading system and the selection process for heads of organic units. A key change is that completing the required years of service will no longer result in automatic promotion. Instead, advancement will be linked to performance and the development of specific skills based on the Unified Skills Framework. The new grading scale will consist of seven levels, ranging from entry-level to senior management.

The second section proposes the reorganization and modernization of the National Center for Public Administration and Local Government. The goal is to strengthen its role as the central national body for the training, research, and development of human resources within the public administration, ensuring it can meet modern organizational needs with greater flexibility and efficiency.
