Overview

Greece has demonstrated progress in Rule of Law sectors, according to Deputy Justice Minister Ioannis Bougas. Citing the European Commission’s 2026 Report, Bougas noted that Greece is one of 13 member states to show progress across all recommendations from the previous year. He highlighted that no new recommendations were issued regarding the Greek justice system for the third consecutive year and pointed to judicial reforms such as judge involvement in Supreme Court leadership selection.

To address corruption, the government established a Digital Registry of Corruption Cases to track criminal proceedings and updated the Penal Code regarding bribery.

Administrative modernization efforts reached a milestone with the passage of a Ministry of Interior bill by the Greek Parliament. The legislation reforms the public sector grading structure, promotion systems, and the selection process for heads of organic units. Interior Minister Theodoros Livanios stated the reform seeks to end an “endless loop” regarding promotions by evaluating candidates on practical skills, experience, and efficiency rather than academic titles alone. Deputy Minister Vivian Charalampogianni noted the new system utilizes a seven-tier grading scale to identify capable employees through transparent criteria.

The bill also reorganizes the National Center for Public Administration and Local Government to strengthen its role in training and human resource development. While the legislation passed with support from the New Democracy party, opposition parties including SYRIZA, KKE, Elliniki Lysi, and Niki voted against it, while PASOK-KINAL was present for the vote.
