Greece: Technical issues hamper 2026 OSDE agricultural declarations

The submission process for the 2026 Single Area Payment Scheme (OSDE) declarations is facing significant technical difficulties in Greece. Despite the implementation of a new digital process by the Independent Authority for Public Revenue (AADE), farmers, consultants, and representatives of Agricultural Advisory Services (KYD) report ongoing complications.

Key issues include digital maps becoming unavailable after 8:30 AM, slow response times to technical inquiries, and synchronization delays between the E9 property tax system and the EAE system. Additionally, the transition from handwritten to electronic lease agreements is imposing extra costs and time on producers. There are also reported problems regarding the printing of ELGA data and a low rate of completed submissions as of mid-August.
